The Predator and the Peddler: A Bitter End for a Serial Thief

The street lights of Karoi usually signal the end of a long day for its hardworking vendors. For a 32-year-old mother from Westview, April 11, 2026, was no different. She spent her day under the sun, selling snacks and refreshments to provide for her family.

As night fell, she carefully packed her stock—bottles of Mirinda, packs of biscuits, and mega snacks—into two cooler boxes. She secured them within a fenced area at the Swift Complex, trusting in the locks and the community to keep her livelihood safe. She went home to rest, unaware that a predator was watching.

Winners Mukangaza, a 44-year-old from Chikangwe, didn't see a woman’s hard work when he looked at that fence; he saw an easy target. Under the cover of darkness, he breached the perimeter and made off with the entire inventory, valued at US$90.00.

To a large corporation, $90 might seem small. To a local vendor, it is the difference between a meal on the table and a hungry night. It is school fees, rent, and survival.

The following morning, the complainant’s heart sank as she found the area empty. Her merchandise was gone. However, thieves often forget that stolen goods carry a trail. By April 13, the investigation heated up when a witness was found carrying one of the stolen cooler boxes.

The trail led straight to Ringo Leisure Night Club, where Mukangaza was apprehended. The police recovered the stolen property, returning the tools of the trade to the rightful owner.

When Winners Mukangaza stood before the Karoi Magistrates' Court, his past finally caught up with him. The law does not take kindly to those who prey on the most vulnerable members of our economy.

The court’s decision reflected a zero-tolerance policy toward repeat offenders:

 Current Theft: 8 months imprisonment.

 The "Ghost" of the Past: A previous conviction had a 4-month suspended sentence hanging over his head. Because he committed a new crime, that suspension was revoked.

 Effective Sentence: 12 months behind bars.

Advocacy: Protecting the Heart of Our Economy

This case serves as a stark reminder that theft is not a victimless crime. When a vendor is robbed, an entire household is threatened.

1. Solidarity is Our Best Defense

The arrest was made possible because a witness was identified with the stolen property. We encourage the public to remain vigilant. If you see someone selling "cheap" goods in suspicious circumstances or carrying property that doesn't seem to belong to them, report it.

  2. The High Cost of Recidivism

The activation of the suspended sentence shows that the Zimbabwean legal system keeps receipts. A "second chance" is a privilege; if you abuse it by committing further crimes, the law will ensure you serve every single day of your previous and current time.

3. Secure Your Livelihood

While we push for a crime-free society, the NPAZ urges all business owners and vendors to take extra precautions. Whenever possible, use reinforced storage and look out for one another through "neighborhood watch" initiatives among traders.

The National Prosecuting Authority of Zimbabwe (NPAZ) remains committed to protecting the property of every citizen, from the largest business to the smallest roadside stall. We will continue to pursue justice until every thief learns that crime does not pay.
